米国政府の2014年会計年度は10月1日に始まるのですね。医療保険改革の与野党の対立で、予算が通過しなかったため、一部の連邦政府機関の業務が停止しました。政府の職員は自宅待機となっています。

米国からのCompactファンドで予算が成り立っているマーシャルはどういう影響を受けるのでしょう？

内務省によるとCompactには影響はないようです。しかし、その他の米国連邦のファンドが影響を受けます。それぞれのファンドのサイクルが異なるためすぐに影響を受けるものが何かはよくわかっていないそうです。

予算通過が長引けば、マーシャルでも何かの支払いができず業務が止まったり、債務不履行に陥る可能性があります。米国に頼りすぎというのも困ったものですね。

The U.S. government's fiscal year started on October 1st. Because Republicans and Democrats in the U.S. Congress could not agree on a new fiscal year 2014 budget including the health care reform law known as Obamacare, a partial government was shutdowned on October 1st. The federal employees are required to stay home.

What are affected on the Marshall Islands which relies on Compact funds provided by the U.S.?

According to a Department of Interior official, Compact funds won't be affected. However, U.S. federally funded programs are the only programs expected to be impacted. It is difficult to determine if U.S. federally funded programs would be affected as they all ran on different funding cycles. [Referred by the Marshall Islands Journal Vol.44, No.40]

If the shutdown lasts longer, the Marshall Islands government will become unable to pay for something and might make a default. The Marshall Islands government should find the way without U.S. funds in the future.
